Holy crap. Them's some nice stats. Is the 40 strength stacking per shard? or a one-time +40? This thing is freakin sweet.
It has to, otherwise the additional effect of the proc, the Fragments couldn't stack up to 10. No word on the internal cooldown, but the procrate is 20% so it looks like a pretty sweet deal
